Windows picks the closest match for the current pointer scale — including a few sizes keeps the cursor sharp at different display scaling settings.
The image is centered into a square canvas with transparent padding if it isn't already square. This is a real uncompressed-BMP cursor (not a PNG-in-ICO icon), so it works as an actual mouse pointer, not just as a thumbnail. To use it: right-click the file → Windows Settings → Mouse → Additional mouse settings → Pointers tab → Browse.
